Market highlights
- Commencements from China increased by 54.1% or 4,298 additional students versus YTD October 2022. Chinese students made up 11.3% of commencements within ELICOS.
- Commencements from Colombia increased by 177.9% or 16,657 additional students, and commencements from Brazil increased by 68.2% or 4,815 additional students.
- YTD October commencements were also up for Vietnam (192.4%), Mongolia (536.2%), and Bhutan (227.4%).
- YTD October commencements increased by 49.1% across all sectors. Enrolments increased by 33.1%.
- The VET sector experienced an increase in commencements of 34% or 45,292 additional students when compared to October 2022.
- The Non-award sector experienced an increase in commencements of 65.3% or 10,016 additional students versus October 2022.

ELICOS only grants down by 32.06% YOY
The Independent ELICOS sector grants were down in October 2023 by 32.06% compared with October 2022, with 1,617 fewer grants.
Offshore grants for Independent ELICOS were down by 40.16% in October 2023, with 1,966 fewer grants, compared to October 2022. Onshore grants for Independent ELICOS were up by 234.23%, with 349 more grants.
ELICOS only visas granted to citizens from Vietnam were 350% higher in October 2023 compared to October 2022. ELICOS visa grants for citizens from Thailand were down by 89.99% and were down by 34.79% for citizens from Colombia, while grants to citizens from Brazil were down by over 46.82% for the same comparison period. ELICOS only visas granted to citizens from Mongolia were up by 89.80% in October 2023 compared to October 2022.
